The Parks Township Board of Supervisors
held their regular monthly meeting on May 18, 2026, at 7:00 pm in the Community
Building, 26 Jackson Street, North Vandergrift.

Mr. Artman was running late so
Mrs. Ralston called the meeting to order at 7:00 pm following the Pledge of
Allegiance to the Flag. Copies of the Agenda and Minutes were given to
all attending and were posted along with the Treasurer’s Report and Bill
Payment List on the bulletin board for review. Public comments will be taken at the end
of the meeting.
Mr. Kuruc made a motion to adopt the
Minutes from the April 20, 2026, meeting; Mrs. Ralston seconded it.
Mrs. Ralston made a motion to accept
the Treasurer's Report for April 2026 Mr. Kuruc seconded it. Receipts for April
2026 were $59,166.53 and expenses were
$ 14,306.82 leaving a total balance of $ 624,202.04 (General Fund –$362,702.91;
Capital Fund – $282,167.86; State Fund - $251,064.25; Street Light Fund –$10434.88)
The secretary read a notice from First Commonwealth referring to fund’s
availability and the General Fund. She explained that a deposit was made from
the tax collection and the funds were held for over a week. The bank manager
said he would make them available next day if the secretary emailed him after
every deposit and not to expect any fees back if needed in the future. Mr.
Kuruc made a motion to move the General Fund to Elderton State Bank, Mrs.
Ralston seconded it and Mr. Artman made it unanimous.
Mrs. Ralston made a motion to approve the Bill
Payment List for April 17- May 14, 2026, Mr. Kuruc seconded it, and Mr. Artman made it
unanimous. Each Supervisor stipulated that his vote did not include anything
pertaining to himself or any member of his family.

STAFF REPORTS
Police Report – April 1-30, 2026
Maintenance Crew- The
crew has been putting driveway and cross pipes on Laurel and ditching. They put
the boarder back up at Kiskimere Park. Mike has been working on the F-150. They
have to repair a wash out on the backside of Piper. Terry Bowser is going to
take a look at Locust of r a price and finish the grant on Hickory.
TOWNSHIP COMMITTEES-
Parks
Committee- The My Work Program will be sending people to work in the parks this
summer and the state will pay them. Mr. Kuruc said we should hire a seasonal
worker to work with them.
Planning Commission- The committee
has 2 new members. The SLDA started remediation. An advertisement was put in
the paper for RFPs for the Comprehensive Plan, review and selection will begin
June 10-12th.
OLD BUSINESS
Clean-Up Day- September 19, 2026, at
the Kepple Hill Fire Department. The township is still looking for dumpster
prices.
Speed Study Stitts Run Road- PennDOT
is currently working on the study and said it could take up to 8-10 weeks.
Bridge Grant Updates- The
supervisors tabled signing the resolution for the DCED Multimodal grant until
next month until the engineer looked at the prefab bridges. Mrs. Ralston made a
motion to advertise for the Engineering consultant in the newspaper and ECMS
Mr. Kuruc seconded it, and Mr. Artman made it unanimous.
RACA Land Bank- The letter was sent
to the county stating the township is interested in joining the land bank, now
we are waiting to hear if the school district is in favor.
PennDOT Winter Maintenance
Agreement- The Board voted not to take over the maintenance for Stitts Run Road
and to table Jefferson Street.
Ag Security Update- Letters were sent
to property owners with 10 acres or more, or land capable of
generating at least
$2,000 annually in agricultural production. Properties meeting
these criteria may qualify for inclusion in the Agricultural Security Area (ASA).
Enrollment in an ASA provides protections for agricultural operations,
including limiting the ability of the township, county, or state to impose
restrictive agricultural ordinances or pursue eminent domain without additional
review and approval.
Update on Summer Projects- The projects were discussed above;
Locust Road is priority.
NEW BUSINESS
National Night Out- Mr.
Kuruc made a motion to participate in National Night Out at Northmoreland Park
on August 5, 2026, and to order a custom tablecloth. Mr. Artman seconded it and Mrs. Ralston made
it unanimous.
Security Support Contract-
Mr. Kuruc made a motion to sign the contract for the security cameras from
Sango Solutions LLC, Mrs. Ralston seconded it and Mr. Artman made it unanimous.
An executive session was
held after the meeting to discuss personnel matters.
PUBLIC COMMENT
Mr. Duriancik asked about
mowing on Kepple Hill and said Tatars driveway stone keeps running on the road
when it storms and the water is running into the neighbor’s driveway across the
street.
ADJOURNMENT
The next Regular Monthly
Meeting will be held June 15, 2026, at
7:00 pm in the Community Building, North Vandergrift.
There being no further questions
or comments, Mr. Artman moved to adjourn at 7:50 pm; Mrs. Ralston seconded it,
and Mr. Kuruc made it unanimous.
