Meeting Minutes

The Parks Township Board of Supervisors held their regular monthly meeting on April 20, 2026, at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

 MEMBERS PRESENT:  Gregory Artman, Chairman- ABSENT                                   John Kuruc, Member    

 Mary Ralston, Vice Chairman                                Jeanna Cerra, Secretary - Treasurer 

                                                                                                                         

   

VISITORS: Jeff Retter, Tom Filo, Cindy Reilly, Evelyn Couslin, Brian Couslin, Rich Spires, Ken Reynolds, Jamie Szitas, Brian Szitas

 OTHERS PRESENT:      

 Mrs. Ralston called the meeting to order at 7:00 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda and Minutes were given to all attending and were posted along with the Treasurer’s Report and Bill Payment List on the bulletin board for review.   Public comments will be taken at the end of the meeting. 

Mr. Kuruc made a motion to adopt the Minutes from the March 16, 2026, regular meeting; Mrs. Ralston seconded it.                

Mr. Kuruc made a motion to accept the Treasurer's Report for March 2026 Mrs. Ralston seconded it.  Receipts for March 2026 were $183,224.71 and expenses were $ 53,381.79 leaving a total balance of $ 579,379.44 (General Fund –$322,204.97; Capital Fund – $282,167.86; State Fund - $250,726.28; Street Light Fund –$6448.19)

 Mrs. Ralston       made a motion to approve the Bill Payment List for March 13-April 16, 2026, Mr. Kuruc. Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.

 CORRESPONDENCE

Mr. Phillips sent a letter regarding the study to extend bike trail from Leechburg to Apollo through Parks Township.  

The Army Corp of Engineers announced the start of physical remediation of the SLDA.

 STAFF REPORTS

Police Report – March 1-31, 2026

 Maintenance Crew- Mr. Kuruc made a motion to accept Ms. Hughes’ resignation; Mrs. Ralston seconded it. The crew has been cold patching. They will need a temporary patch on West Penn. Ditching on Garvers Ferry and Laurel. They will be brooming the roads.

 TOWNSHIP COMMITTEES-

Parks Committee No committee. Mr. Kuruc asked to check and see how much insurance would cost on the pavilions.

Planning Commission- Mr. Kuruc made a motion to appoint Jerry Galiszewski and Robert Kuruc to the planning committee, Mrs. Ralston seconded it. The committee is working on the comprehensive plan, RFP for the plan has been advertised, and will be reviewed June 29th.

 

 

 

OLD BUSINESS

Police Pension Financial Advisor- Proposals were sent from First Commonwealth, RJ Hall and CBIZ. After carefully looking over the proposals and talking with the advisors, Mr. Kuruc made a motion to go with CBIZ, their fee was the lowest, they have many years in business and are familiar with police pension plans. Mrs. Ralston seconded it.

ACATO Annual Convention- Mr. Kuruc, Mrs. Ralston and Ms. Cerra will attend.

Outdoor Burner Ordinance- Mr. Kuruc made a motion to adopt, Mrs. Ralston seconded it.

Debris in Roadway Ordinance- Mrs. Ralston made a motion to adopt, Mr. Kuruc seconded it.

RACA Land Bank-Mrs. Ralston said we need to send a letter to county to let them know we want to join the Land Bank. They have a meeting in May where they will vote on our application.  

PennDOT Winter Maintenance- Mrs. Ralston tabled this for next month when Mr. Artman will be attending meeting.

AG Security Advisory Board- Mr. Kuruc made a motion to appoint Alan Summerhill, Jeff Retter and Mark Geltz as the farmers, Ken Lookabaugh as the citizen and Mary Ralston as the supervisor. Mrs. Ralston seconded it.

Update on Summer Projects- Laurel was started.

NEW BUSINESS

Appointing New Vacancy Board- Due to a conflict of interest, (the current vacancy board person was hired to plow snow occasionally when help was needed), a new person needs to be appointed. Mr. Kuruc made a motion to appoint Doug Ciuca, Mrs. Ralston seconded it.

Clean Up Day- Tabled

Comcast Contract for phones and internet at the Community Building- Mr. Kuruc made a motion to sign a 24-month contract for $251.94 a month, Mrs. Ralston seconded it.

 PUBLIC COMMENT

Ms. Couslin asked if the fire whistle had to be so loud. Mr. Filo said it could not.

Mr. Spires asked if he could ride along with the police and clean up trash. Mrs. Ralston said this was not allowed for insurance reasons. Then he asked if the road crew will pick it up.

Mr. Reynolds wanted to know what the project on Maple Road was.

Mr. Szitas asked why Comcast was the only internet service available in our area?

Mr. Couslin complained about the kids on e-bikes.

Ms. Reilly asked if dirt bikes were allowed on township roads, Chief Willison said they were not.

Mr. Couslin asked what AG Security was and didn’t think the blighted properties were an issue in the township.

 

 

 

ADJOURNMENT

 The next Regular Monthly Meeting will be held May 18, 2026, at 7:00 pm in the Community Building, North Vandergrift.

There being no further questions or comments, Mrs. Ralston moved to adjourn at 8:01 pm; Mr. Kuruc seconded it.

An Executive Session was held to schedule interviews for the road crew.
