Meeting Minutes

The Parks Township Board of Supervisors held their regular monthly meeting on February 9, 2026 at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

 MEMBERS PRESENT:  Gregory Artman, Chairman                                   John Kuruc, Member    

 Mary Ralston, Vice Chairman                                Jeanna Cerra, Secretary - Treasurer

 OTHERS PRESENT:      

 Mr. Artman called the meeting to order at 7:00 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda and Minutes were given to all attending and were posted along with the Treasurer’s Report and Bill Payment List on the bulletin board for review.   Public comments will be taken at the end of the meeting. 

Mr. Artman made a motion to adopt the Minutes from the January 5, 2026, Reorganization and Regular meeting; Mr. Kuruc seconded it and Mrs. Ralston made it unanimous.                  

Mrs. Ralston made a motion to accept the Treasurer's Report for January 2026 Mr. Artman           seconded it, and Mr. Kuruc made it unanimous. Mrs. Ralston made a motion to transfer $6000.00 to the Streetlight Fund, and once taxes are paid deposit it back to the general Fund., Mr. Kuruc seconded it and Mr. Artman made it unanimous.   Receipts for January 2022 were $31,586.95 and expenses were $47,037.75 leaving a total balance of $ 446,369.38   (General Fund –$318,880.13; Capital Fund –$282,167.86; State Fund - $125,278.30; Street Light Fund –$2210.95)       

 Mrs. Ralston made a motion to approve the Bill Payment List for January 1- February 5, 2026, Mr. Kuruc                          seconded it, and Mr. Artman made it unanimous. Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.

 STAFF REPORTS

Police Report – January 1-31, 2026

 Maintenance Crew- They have been plowing, ashing and salting the roads and working on equipment. Mrs. Ralston said she has had numerous complaints about the roads and Mr. Kuruc said he has also but given the current situation of only having 1 full-time employee, it has not been all that bad. Mr. Kuruc also said that hopefully in a couple of weeks he will be able to go out and help.

 TOWNSHIP COMMITTEES-

Parks Committee No committee

Planning Commission- Meeting was cancelled because of the weather.

OLD BUSINESS

The Multimodal Grant will be submitted this week

A CD matured on February 6, 2026, Mr. Kuruc made a motion to put it in the checking account, because of the pending RFP for the pension fund, Mrs. Ralston seconded it and Mr. Artman made it unanimous. 

NEW BUSINESS

Mr. Kuruc made a motion not to get the Duck Crossing signs, Mrs. Ralston seconded it and Mr. Artman made it unanimous.

Reporting upcoming road projects for Peoples Gas was tabled

Changing bank accounts was tabled. The secretary was asked to check into the FDIC with First Commonwealth bank again, government accounts should be insured per account not as a whole.

Mr. Kuruc made a motion to sign the yearly contract for Sango Solutions, Mr. Artman seconded it and Mrs. Ralston made it unanimous.

Mr. Artman received 2 quotes for a new Boom Mower, Mr. Kuruc said he would contact one more company to see if they could get a quote also.

 PUBLIC COMMENT

Mr.Bell asked about the roads being plowed and that they were only doing one pass, also the township needs delineators to mark drops.

Mr. Brown asked that ashes be put down on Grant Street and asked if there was a shortage.

Mr. Retter said Locust Road is bad, a UPS truck and cars have gotten stuck. Ms. Retter agreed, saying that it has not been maintained, they haven’t had mail delivery or garbage pick-up and if an ambulance had to get to someone, they would never make it.

Mr. Paullet said Locust has not been maintained for 28 years, Mrs. Ralston said Locust is on the list, the township is working on applying for a grant to fix it. Mr. Artman said he would like to widen it and put fabric down this summer.

Ms. Dell asked if the township was going to adopt an AI Data Center ordinance.

Mrs. Szitas said something needs to be done with the outdoor furnaces on Kepple Hill. The smell and smoke is not healthy. Mrs. Ralston said an ordinance has been drafted but there needs to be more information collected before it can be considered.

Ms. Reilly said the Parks Township Fire Department will be starting their fish frys on Ash Wednesday February 18, 2026, and every Friday during Lent.

Mr. Brown said the stop sign at Washington Road needs to be watched because no one is stopping and it’s like a racetrack.

ADJOURNMENT

 The next Regular Monthly Meeting will be held March 18, 2026, at 7:00 pm in the Community Building, North Vandergrift.

There being no further questions or comments, Mrs. Ralston moved to adjourn at 8:20pm. Mr. Kuruc seconded it, and Mr. Artman made it unanimous.
