Meeting Minutes

The Parks Township Board of Supervisors held their regular monthly meeting on September 15, 2025, at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

 MEMBERS PRESENT:  Gregory Artman, Chairman                                   Scott Kifer, Member (ABSENT)

 Mr. Artman called the meeting to order at 7:00 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda and Minutes were given to all attending and were posted along with the Treasurer’s Report and Bill Payment List on the bulletin board for review.   Public comments will be taken at the end of the meeting. 

Mrs. Ralston made a motion to adopt the Minutes from the August 18, 2025, regular meeting; Mr. Artman seconded it.  

 Mrs. Ralston made a motion to accept the Treasurer's Report for August 2025; Mr. Artman seconded it.  Receipts for August were $67,560.09 and expenses were $39,617.06 leaving a total balance of $ 564,540.53 (General Fund –$145,554.38; Capital Fund – $ 228167.86; State Fund - $176,542.59; Street Light Fund – $14,275.70)

Mrs. Ralston made a motion to approve the Bill Payment List for August 15- September 11,2025 and Mr. Artman seconded it, adding Cintas to the ACH list. Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.

 CORRESPONDENCE

A Highway Occupancy Permit was issued to Eastern Gas Transmission and Storage for a temporary access driveway.

An email was sent from Ervin Cable Construction for Kinetics about utility encroachments.

 STAFF REPORTS

Police Report – August 1-31, 2025

 Maintenance Crew- The crew finished the Chestnut Bridge Emergency job and are now working on Hickory Road DGLVR Grant project.

OLD BUSINESS

The Chestnut Bridge Emergency project is finished.

Mr. Artman made a motion to seal Hickory Road once the DHLVR grant is finished, Mrs. Ralston seconded it.

Mrs. Ralston asked the secretary to check with the county to see when the PennDOT grant will be submitted for Locust Road.

Mr. Nymick followed up with the bridge grants and said he would have all documents ready for the October meeting.

Mrs. Ralston made a motion to cancel the credit card with her name on it and open a new one with Jeanna Cerra, the Secretary Treasurer and to name her admin to make any changes along with a second signature. Mr. Artman seconded it.

Mrs. Ralston said she should be able to review the Draft Solar Ordinance this week, and once that is complete it can be advertised. Mr. Artman seconded it.

NEW BUSINESS

 A draft ordinance was given by the solicitor for Street Encroachments, Mrs. Ralston said once she reviews the ordinance, she makes a motion to advertise it; Mr. Artman seconded it.

Mrs. Ralston made a motion to accept Mr. Cuica’s resignation as Emergency Management Coordinator and to also accept his recommendation to appoint Mr. Thomas Filo into that position. Mr. Artman seconded it.

The MMO for 2026 was put together by the actuarial. The amount for 2026 will be $60,830.00. Mrs. Ralston made a motion to accept the MMO for 2026 for budgetary purposes; Mr. Artman seconded it.

After a brief discussion about Trick or Treat and with some residents’ concerns with it coinciding with Friday Night football games and BINGO, the board voted unanimously to have trick or treat Thursday October 30 from 6-8pm. (Later after many concerns and complaints it was asked to be changed back to Friday the 31st)

Mrs. Ralston made a motion to have a budget work session on Thursday October 16, 2025, at 6:30 pm. Mr. Artman seconded it.

Mr. Artman made a motion to accept the resignation from Mr. Hansen from the board at PTMA and KVWPA and to appoint Mr. Justin Claypool to PTMA and Ms. Hughes to KVWPA. Mrs. Ralston seconded it.

Mr. Artman made a motion to advertise the Mower on Municibid, Mrs. Ralston seconded it.

The secretary wrote a letter to Mr. Raible of PennDOT to request Geese Crossing signs and a speed study for River Road at the wish of Ms. Knabb. Mrs. Ralston said that we would have to go through James Breghenti, the townships municipal representative, not Mr. Raible. The secretary said she would check to see what the correct procedure was for this request.

 PUBLIC COMMENT

Mr. Spires said the garbage on Jefferson Street along the river was cleaned up. Also, the weeds were cut down on Penn Avenue, and what can be done with the property at 1141 Penn Avenue. It is in bad condition and grass all grown up. Mrs. Ralston said it is in repository.

Ms. Geist asked if anything will be done at Kiski Highlands. Mrs. Ralston said she would get the engineer out there to look.

Ms. Dell asked about the plan in the event of an emergency at the SLDA site in Kiskimere. Mrs. Ralston said a plan is in place, but it is confidential.

Ms. Geist asked if she could paint the sign at Kiski Highlands, she was told it was private property and would have to check with the owner.

 

 

ADJOURNMENT

 The next Regular Monthly Meeting will be held October 20, 2025, at 7:00 pm in the Community Building, North Vandergrift.

There being no further questions or comments, Mrs. Ralston moved to adjourn at 8:08 pm; Mr. Artman seconded it.
