Meeting Minutes

                                                                                                                                                                                         The Parks Township Board of Supervisors held their regular monthly meeting on April 21, 2025, at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

 MEMBERS PRESENT:  Gregory Artman, Chairman                                   Scott Kifer, Member    

 Mary Ralston, Vice Chairman                                Jeanna Cerra, Secretary - Treasurer 

                                                                                                                         

   

VISITORS:                          Jeff Retter, Jay Start, Rich Spires, Cindy Reilly, Ken Reynolds                

 OTHERS PRESENT:    Officer Fran Willison  

 Mr. Artman was running late so Mrs. Ralston called the meeting to order at 7:00 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda and Minutes were given to all attending and were posted along with the Treasurer’s Report and Bill Payment List on the bulletin board for review.   Public comments will be taken at the end of the meeting. 

Mrs. Ralston made a motion to adopt the Minutes from March 17, 2025, regular meeting, Kifer seconded it.  

 Mr. Kifer made a motion to accept the Treasurer's Report for March 2025; Mrs. Ralston seconded it.  Receipts for March were $ 197,311.56 and expenses were $88,109.11 leaving a total balance of $ 471,995.56 (General Fund –$128,707.47; Capital Fund – $153,167.86; State Fund - $180,370.13; Street Light Fund –$9750.10)

 Mr. Kifer made a motion to approve the Bill Payment List for   March 14- April 17, 2025; Mrs. Ralston                             seconded it.   Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.

 CORRESPONDENCE

A letter was sent from Derry Construction about the local road work that will be done this summer on state roads.

 STAFF REPORTS

Police Report – March 1-31, 2025

 Maintenance Crew- The crew is doing maintenance at the building and cleaning drops. Mrs. Ralston met with the engineer and looked at various roads, Maple looks good, Crawford needs a ditch. Apply for Multimodal Grant with the county. Oak, Chestnut and the Dime shed bridges all need work, maybe able to apply for a grant for all 3. Mr. Kifer made a motion to have the engineers apply for the grant and the secretary to supply any supporting documents. Mrs. Ralston seconded it, and Mr. Artman made it unanimous. Mr. Artman made a motion to send Joe Gigliotti to AED training at the Fire Hall and pay for it. Mrs. Ralston seconded it, and Mr. Kifer made it unanimous.

 TOWNSHIP COMMITTEES-

Parks Committee A safety check for the parks will be done and flowers planted for the Memorial.

Planning Commission- A revised Solar Ordinance was sent to Tom Murphy Bridgid Beatty will be attending the next meeting to discuss blighted properties. The committee will be updating the Mechanical Device Ordinance and looking into outdoor furnaces.

OLD BUSINESS

The Solar Ordinance was discussed with the Planning Commission.

Terry Bowser has the township on the schedule to rent equipment and operators for Hickory Road in May.

The renewal contract for the cameras for 2 Krew was tabled.

The .gov Domain was approved and now Sango Solutions are working on getting the computers set up and running.

NEW BUSINESS

EQT requested to renew their bond for Oak Road. They must pay a $100 application fee and have the road reinspected.

The secretary asked if the township would want to do National Night Out, the Board said they did and to talk to the police about it.

Mrs. Ralston made a motion to have clean-up Day on September 27, 2025, at Cooks, Mr. Artman seconded it and Mr. Kifer made it unanimous.

Mrs. Ralston made a motion to hire Duda Actuarial for the Police Pension, pay them from the general fund and to notify Mockenhaupt that their services are no longer needed, Mr. Kifer seconded it, and Mr. Artman made it unanimous.

Mrs. Ralston made a motion to sign a contract for the maximum length of time for DNS Hosting, Mr. Artman seconded it, and Mr. Kifer made it unanimous.

 PUBLIC COMMENT

Mr. Reynolds made a comment that Maple Road is still not to his satisfaction.

Mr. Spires asked about the garbage on Jefferson Street along the riverbank. Officer Willison said he contacted the landowners, and they will be cleaning it up.

Ms. Reilly said she would like to thank the police for cracking down on the illegal quads and dirt bikes on Kepple Hill.

ADJOURNMENT

 The next Regular Monthly Meeting will be held May 19, 2025, at 7:00 pm in the Community Building, North Vandergrift.

There being no further questions or comments, Mrs. Ralston moved to adjourn at 7:51 pm; Mr. Kifer seconded it and Mr. Artman made it unanimous.
