The Parks Township Board of Supervisors held their regular
monthly meeting on March 17, 2025, at 7:00 pm in the Community Building, 26
Jackson Street, North Vandergrift.

Mr. Artman called the meeting
to order at 7:00 pm following the Pledge of Allegiance to the Flag. Copies
of the Agenda and Minutes were given to all attending and were posted along
with the Treasurer’s Report and Bill Payment List on the bulletin board for
review. Public comments will be
taken at the end of the meeting.
Mrs. Ralston made a motion to adopt
the Minutes from the February 10, 2025, regular meeting; Mr. Artman seconded it.
Mrs. Ralston made a motion to accept
the Treasurer's Report for February, Mr. Kifer seconded it, and Mr. Artman made
it unanimous. Receipts for February 2025 were $71,857.73 and expenses were $46,262.01leaving
a total balance of $359,892.08 (General Fund –$149,143.72; Capital Fund – $153,167.86;
State Fund - $53320.25; Street Light Fund –$4260.25)
Mr. Kifer made a motion to approve the Bill
Payment List for February 7-March 13, 2025, Mrs. Ralston seconded it, and Mr. Artman made it
unanimous. Each Supervisor stipulated that his vote did
not include anything pertaining to himself or any member of his family.
CORRESPONDENCE
PTMA sent their Annual Report and
Budget.
An invitation to a luncheon with
Senator Pittman for April 23, 2025 was sent.
An email from a resident on Locust
Road was read. She was unhappy about the condition of the road and the recent
lack of maintenance.
Penn DOT sent notification of
traffic counting on Park, Slate Point, and Run Roads, and Bryan Street.
Road Turnback Annual Maintenance
payment was deposited in the amount of $10,880.00 and Liquid Fuels Tax Fund
payment in the amount of $115,902.71on March 3, 2025.
The ACATO Annual convention will be
May 14, 2025, Mr. Kifer, Mrs. Ralston and Ms. Cerra will attend.
LSSE sent MS4 2026 Permit Updates.
The Community Development Block
Program Grant information was given.
STAFF REPORTS
Police Report – February1-28, 2025
Maintenance Crew- The
crew put stone on Locust Road, and they are fixing and cleaning equipment for
spring. Mrs. Ralston said they need to start cleaning out the drops.
TOWNSHIP COMMITTEES-
Parks
Committee- No committee. All three parks need mulch this year.
Planning Commission-The committee is
updating the blighted properties, and someone from the county will be coming to
the May meeting. They are working on the Solar Ordinance and Handicap Parking.
OLD BUSINESS
After a lengthy discussion that
Washington is a state road and the residents park on their own property the
supervisors decided that making a handicapped parking spot would not be
possible, because the residents do not park completely on the road for the most
part, they are parking on private property. This was tabled until further
information is obtained.
Mrs. Ralston had an updated Solar
Ordinance. She said she would let the secretary know about advertising after
she sends it to the state for review, then to the solicitor.
The tentative list of roads to be
worked on this summer are Locust, Laurel, Hickory, Ridge, Chestnut Bridge, Oak Bridge
and bridge going to Dime Building, and the ditch at Crawford.
Contact Terry Bowser to start the
Grant project on Hickory Road. The township will rent equipment and laborers
from him.
NEW BUSINESS
The building permit for
the solar panels was cancelled.
The Agreement Renewal for
2 Krew was tabled.
Mrs. Ralston made a motion
to move forward, getting a .gov domain, Mr. Kifer seconded it and Mr. Artman
made it unanimous. Mrs. Ralston made a motion to have Sango Solutions get the
computers and install all programs needed for the police to work efficiently
and to be compliant but to not go over $12,500.00. Mr. Artman seconded it, and
Mr. Kifer made it unanimous.
Mrs. Ralston made a motion
to sign the request to Elderton Bank to have the secretary access to online
banking for the Police Pension CD’s, Mr. Kifer seconded it, and Mr. Artman made
it unanimous.
Mrs. Ralston made a motion
for the secretary to pick paint and to accept the lowest quote for flooring for
the Community Building, Mr. Artman seconded it, and Mr. Kifer made it
unanimous.
PUBLIC COMMENT
Scott
Popovich asked about Senator Pittman Luncheon and about grants. He also said
West Penn Power worked on the poles on Jackson Street and did not back fill
around it, leaving a large hole.
Rich
Spires said there was a lot of litter on the Riverbank.
ADJOURNMENT
The next Regular Monthly
Meeting will be held at 7:00 pm in the Community Building, North Vandergrift.
There being no further questions
or comments. Mr. Artman moved to adjourn at 8:08pm; Mrs. Ralston seconded it,
and Mr. Kifer made it unanimous.
